Happening of grand developments in the last century and collapsing of soviet union and berlin wall on one hand, and demolishing of the discipline of global system and orientation toward vagueness on other hand, have created several anomies within global system and dominated sovereignty within states which coincidently produced some challenges for analysis and action. United States of America as the last hierarchy of cold war system which has brought about anarchic situation is seeking to find a new identity for itself that has embedded the green Islamic forces as its opponent. Meantime, IRI as one of the most important pole of Islam in the region has been targeted by U.S. so, continuation of strategic enmity of America against Iran for more than three decades is not simply chose as an political phenomenon, but also has moved toward a political institution. Thereby, U.S is seeking to secure its interests by producing different challenges for Iran. Thus, this paper is trying to analyze the antagonistic actions of U.S against Iran. By implementing smart power, this paper believes that encountering of U.S.A against Iran is not reductionist but is accumulative. In other word, by strategic scheme, U.S will use soft, hard and smart power which reaction to these kinds of encroachments will necessitate the internal and external balance- building for Iran.
