One of the important military interventions which had a political and legal dimension is NATO's military intervention in Kosovo (1998) and Libya (2011). Due to the differences of the UN Security Council and NATO as two different international institutions, and the fact that they complement each other's functions, especially after the collapse of the Soviet Union, the writer is going to study the reaction of these two institutions to Kosovo and Libya crisis comparatively, with a legal-political approach in this paper. The writer is going to answer the question that: What are the unique features of NATO's intervention in Kosovo and Libya, due to the legal-political considerations, and in the light of UN security council's role. In response, with an analytical-historical argument, the writer concludes that; NATO and Security Council's interventions politically complement each other and legally reinforce each other's positions. In fact NATO has done a military intervention which has been legally approved by the UN or has been approved by it later. This situation suggests that the Security Council and NATO's political and legal links has deepened and straighten.

The purpose of this article is to answer three basic questions about the political regime in Saudi Arabia. First, how Saudi Arabia has reproduced its own dominance over the state and society? Second, why the wave of recent developments in the Middle East (the so-called Arab Spring), which led to a major transformation in countries like Egypt, Tunisia, Libya, Oman and other Arabic countries in the region, did not spread to the country and it’s regime has survived the political tsunami? Third, how such non-democratic governance at the heart of the regime, one of the most flexible regimes in the Middle East is on life? The paper tried to answer these questions by using Althusser’s theory about “Ideology and Ideological State Apparatuses”. The finding show that how repressive apparatus government and ideological state apparatus work together to preserve and maintain order and stability of the regime. The repressive apparatus of Al-e-Saud through coalition with Wahhabi scholars as an ideological factor to the state, relying on oil revenues and alliance with the United States of America, are four key factors that cause the reproduction of the domination of the ruling regime, the society and the country's successful from escaping the Arab spring.

United State has been the most influential actor in global political economy for the last half century. But its power has been declined in the global hierarchical system and simultaneously the pressure of this country to maintain its position in the system has increased. The resultant of this procedure has been the military intervention of U.S in the othercountries, its emphasis to maintain U.S geo-strategic and security interest and escalation of the other countries sensibility to U.S unilateralism. The Iraq occupation is an example. But intervention in Iraq not only beneficial but create a heavy expenditure to U.S. this article want to answer this question that why the U.S intervention in Iraq was unsuccessful? The main idea of this article in the framework of neogramscian political economy is that the definition and use of power by U.S state men is very narrow and mechanical. They ignore the necessity of attention to the other dimension of power specially its soft and cultural and institutional aspects. This reductionist approach to power lead to the failure of U.S in settlement the problems and escalation of dissatisfaction.
