Strategic Policy making for security pacts are undergoing constant changes. The structure of international system as well as the form and position of actors in the world politics play a key role in the ways and means of the big powers' strategic action. Regarding indications as such, emphasis can be put on the issue that in the post cold war era the North Atlantic Treaty Organization has attempted to harmonize a great spectrum of actors with its security objectives and on the other hand prepare grounds for strategic cooperation in dealing with regional crises. Indications of NATO security decision making in the regional crises can be taken into consideration within the framework of humanitarian actions as well as measures taken for countering terrorism. This article attempts to determine procedures adopted by NATO in its security and strategic policy making in various geographical areas. The United States is making its best to design a new course of strategic and security policy making based on which it can prepare necessary grounds for controlling the regions with geopolitical significance and favorability. The crisis management model has been adopted in areas where the US and Europe's strategic and regional interests have been involved. Thereby, the geopolitical area of the crisis management should be recognized as to be the regions with strategic significance for big powers' interests.

Traditionally, peace and security have been among the most important topics in International Relations and competing approaches have been put forward for achieving them. Meanwhile, it must be noted that peace and security have been challenged in different regions by various factors so that different mechanisms have been pursued for maintaining peace and security. The present paper is going to explore the security challenges in Iraq after Saddam and Syria after Arab spring in light of security theories. The findings of the paper demonstrate that in both countries, a combination of internal and external challenges threat national security. It seems that the weakness of social and political coherence combined with increasing interventions of regional and global powers have complicated security situation in these countries.

Despite some advancement in some fields, international right has not been successful in some other fields. The international regimes falls on the unsuccessful group and the international rights has not developed evenly. International regimes include principles, norms, rules and procedures of decision-making which appears as conventions, treaties, contracts and statements. From among them, international security regimes have been developed slowly. It can be mentioned that Nuclear Proliferation Treaty (N.P.T) lies at the core of international security regimes. In this study we assume that this treaty is a discriminating treaty which is under the domination of world powers, and exerts unfair rights and commitments among the countries with nuclear technology and the countries without. A realistic investigation of N.P.T and the procedure that the countries with nuclear weapon follow show that the transition of nuclear knowledge from to the countries which do not have it lies at the very core of the goals of the treaty which is nonproliferation of nuclear weapons. The countries with nuclear technology try to keep this technology for themselves, and prevent other countries from native nuclear technology. The investigation of The Treaty, the production of nuclear bank, and the behavior toward Iran's nuclear issue prove this matter truly.

It is a general principle of international law that any breach of an engagement involves an obligation to make reparation .Thus, there is the obligation to make reparation in case of breach of human rights obligations of states to human beings as well. It is assumed that gross and systematic human rights violations as well as other human rights violations oblige states to provide reparations to the victims. The aim of this paper is to examine the right to remedy and forms of reparation in human rights violations and evaluate its fulfillment on gross and systematic human rights violations in transitional societies. Due to problems in the fulfillment of the right to remedy for victims in transitional societies, it has been used the administrative mechanism as reparation program. The main Thesis is that reparation in reparation program differs from reparation in international responsibility system.

In addition, ecological changes, boundaries Changes, and Underwater neighboring country of these areas, has provided access and mining of vast resources of fossil fuels in the Arctic. This realistic approach with analyzing the importance of climatechange on Arctic and effects of these changes on marginal countries of the pole, especially United States and Russia, say that the Arctic will have ability to change the geopolitical balance.
