Theoretical analysis and empirical evidence implies that there is no positive relationship between these institutions and economic development, because firstly, prescriptive policies are aimed at universal and universal liberal policies, while these policies should be designed with consideration of indigenous institutional structures. Attention to the indigenous issues and requirements and the traditions and institutions of the countries have an impact on determining the successful pattern of its development and its success. Secondly, the role of the "developed government" has been neglected, and the duality of government/market have to be distinguished from the optimal combination of both for each country. Thirdly, only focused on the purely economic dimensions of development, while development is a multidimensional process whose main purpose is to improve the lives of humans. In spite of such reasons, which have caused the lack of development for the host countries of the regulatory policies of international monetary and financial institutions, the Islamic Republic of Iran has implemented these policies. The content analysis of the speeches of the Iranian decision-makers indicates that, the following steps will resolve the shortcomings and weaknesses of international financial and monetary institutions. The reform of the governance of the IMF and the World Bank; the weighting of governments along with the market and, finally, the consideration of the social and cultural requirements of host countries for development plans.}, keywords = {Development,IMF,World Bank,Washington Consensus,Post-Washington ‎Consensus,Iran.‎}, title_fa = {نسبت نهادهای پولی بین‏ المللی با توسعه، با تأکید بر ایران}, abstract_fa = { مسئله اصلی این مقاله، تبیین نسبت میان سیاست‌های تجویزی نهادهای پولی و مالی ‏بین‌المللی اعم از صندوق بین‌المللی پول و بانک جهانی با تحقق توسعه اقتصادی در ‏کشورهاست. تحلیل‌های نظری و شواهد تجربی دلالت بر آن دارد که میان نهادهای مذکور با ‏توسعه اقتصادی رابطه مثبت وجود ندارد چرا که اولاً، سیاست‌های تجویزی معطوف به ‏سیاست‏های لیبرالیستی عام و جهانشمول است در حالی که این سیاست‌ها باید با ملاحظه ‏ساختارهای نهادی متنی تدوین شوند. توجه به مسائل و مقتضیات متنی و سنت‌ها و ‏نهادهای تاریخی کشورها در تعیین الگوی موفق توسعه و موفقیت آن اثر دارد. ثانیاً، نقش ‏‏«دولت توسعه» نادیده انگاشته شده و باید در دوگانه دولت/ بازار، ترکیب بهینه‌ای از هردو ‏برای هر کشور مشخص گردد. ثالثاً، تنها بر ابعاد صرفاً اقتصادی توسعه تمرکز صورت ‏پذیرفته، در حالی که توسعه، فرآیندی چندبعدی است و هدف اصلی آن، بهبود کیفیت ‏زیستمان انسانی است. با وجود چنین دلائلی که توسعه‌نیافتگی را برای کشورهای میزبان ‏سیاست‌های تجویزی نهادهای پولی و مالی بین‌المللی سبب شده، جمهوری اسلامی ایران به ‏اجرای این سیاست‌ها پرداخته است. تحلیل محتوای سخنان تصمیم‌سازان اقتصادی ایران ‏حکایت از آن دارد که اصلاح ساختارحکمروائی صندوق بین‌المللی پول و بانک جهانی، اعطاء ‏وزن به دولت‌ها در کنار بازار و در نهایت، ملاحظه اقتضائات اجتماعی و فرهنگی کشورهای ‏میزبان طرح‌های توسعه، کاستی‌ها و ضعف نهادهای مالی و پولی بین‌المللی را برطرف خواهد ‏کرد.}, keywords_fa = {توسعه,نهادهای پولی بین المللی,اجماع واشنگتنی,اجماع پساواشنگتنی,ایران}, url = {https://interpolitics.guilan.ac.ir/article_3087.html}, eprint = {https://interpolitics.guilan.ac.ir/article_3087_31a70e0fa4dc3b4efd442f490a5aa848.pdf} }
