Instead, Tehran tried to salvage the deal. This behavior is quite different from Iran’s nuclear policy in the time span from 2005 to 2013 when Iran tried to advance its nuclear program despite the sanctions. In this paper, the question is: why Iran was insisting on its maximum advancement of its nuclear program during the presidency of Mahmoud Ahmadinejad but sought reconciliation under Ruhani and tried to salvage the nuclear deal after the US withdrawal? To answer this question, using the analytical-descriptive method, some cognitive theories are applied. The cognitive view demonstrates that Iran’s policy makers perception of being in the win domain during Ahmadinejad presidency, led them to consider a nuclear reconciliation a loss that cannot be made for by the received advantages. The change in the Iranian policy makers’ perception about the costs of the nuclear deal and the placement of the country in the loss domain, led to the gradual readiness for an agreement and then salvaging it. In the same vein, the justice seeking attitude of Ahmadinejad on one hand and the unjust quality of the great powers’ proposals on the other hand, resulted in the rejection of such proposals; in contrast, the interactive attitude of Ruhani in addition to the readiness of the great powers to hold a balance in securing Iran’s interests facilitated his administration bids to reach an agreement and preserve it.}, keywords = {cognition,Iran’s nuclear program,Joint Comprehensive Plan of Action,The United States}, title_fa = {رویکردی شناختی به درک پاسخ تهران به خروج آمریکا از توافق هسته‌ای}, abstract_fa = {پاسخ فوری ایران به خروج آمریکا از برجام، نه از سرگیری کامل برنامه هسته‌ای بلکه تلاش برای نجات برجام بود. این رفتار با سیاست هسته‌ای ایران در فاصله زمانی 1384 تا 1392 مبتنی بر پیشبرد حداکثری برنامه هسته‌ای علیرغم تحریم‌ها متفاوت است. در این مقاله، این پرسش مطرح شده است که «چرا در دوران ریاست جمهوری محمود احمدی نژاد، ایران بر پیشبرد حداکثری برنامه هسته‌ای خود اصرار داشت، اما در دوران ریاست جمهوری حسن روحانی به صورت جدی در پی مصالحه برآمد و با خروج آمریکا از برجام سعی کرد این توافق را زنده نگاه دارد؟» برای پاسخ دادن به این پرسش، با استفاده از روش تحلیلی-تبیینی از مجموعه‌ای از نظریه‌های شناختی بهره گرفته شده است. نگاه شناختی نشان می‌دهد ادراک سیاستگذاران ایران در دوران احمدی نژاد، به‌ ویژه چهار سال نخست، نسبت به قرار داشتن در دامنه برد، موجب می‌شد کوتاه آمدن از اهداف هسته‌ای را خسارتی تلقی کنند که امتیازهای دریافتی قادر به جبران آن نیست. تغییر ادراک سیاستگذاران ایران مبتنی بر قرار گرفتن کشور در دامنه خسارت، به آمادگی برای توافق و تلاش برای حفظ برجام منجر شد. به همین ترتیب، عدالت طلبی حاکم بر شناخت محمود احمدی نژاد از محیط بین‌المللی از یک سو و ناعادلانه بودن طرح‌های پیشنهادی قدرت‌های بزرگ از سوی دیگر، رد پیشنهادها برای مصالحه را به همراه داشت و در مقابل، تعامل‌گرایی حسن روحانی در کنار آمادگی قدرت‌های بزرگ برای رعایت میزانی از انصاف در تأمین حقوق ایران، به تلاش دولت وی برای رسیدن به توافق هسته‌ای و حفظ آن منجر شد.}, keywords_fa = {رویکرد شناختی,برنامه هسته ای ایران,برجام,آمریکا}, url = {https://interpolitics.guilan.ac.ir/article_3682.html}, eprint = {https://interpolitics.guilan.ac.ir/article_3682_b2007bb73118830304c2909897ba64fa.pdf} }
