Using a descriptive method and using library resources, this study first seeks to describe the water crisis as a security problem in Iran and then to explain the institutionalist model with the aim of policy making. The center of gravity of institutionalist analysis is the emphasis on the role of institutions as an independent variable in shaping the processes and outcomes of individual and collective actions through the enactment and implementation of law. Among these, laws such as the Law on Preservation and Protection of Groundwater Resources, the Law on Water and its Nationalization, and the Law on Fair Distribution of Water are among the laws related to the water basin; But overall, they have not been able to reduce or eliminate the water crisis. Overall, it seems that policy-making based on the institutional model will lead to a better understanding of the inefficiency of past laws and redefine the relationship between institutions involved in water management through new legislation, improved governance and political water economy, and thus reduced security consequences of the water crisis}, keywords = {Policy making,security,Water Crisis,water governance}, title_fa = {حکمرانی و اقتصاد سیاسی بحران آب در جمهوری اسلامی ایران}, abstract_fa = {در سال‌های اخیر بحران آب در ایران با نمودهایی همچون خشک شدن دریاچه‌ها، رودخانه‌ها و تالاب‌ها، کاهش سطح آب‌های زیرزمینی، فرونشست زمین، تخریب کیفیت آب، فرسایش خاک، بیابان‌زایی و طوفان­های گردوغبار علنی شده و پیامدهایی را در وجوه مختلف در پی داشته؛ هر چنداز اصلی­ترین پیامدها وقوع و تشدید مشکلات امنیتی همچون تضعیف مشروعیت نظام و قدرت ملی، شورش و اغتشاش، تنش­های محلی و منطقه­ای بوده است. این پژوهش با بهره­گیری از روش توصیفی و استفاده از منابع کتابخانه­ای در وهله نخست در پی تشریح وضعیت بحران آب به‌عنوان یک مشکل امنیتی در ایران و سپس، تبیین مدل نهادگرایی با هدف سیاست­گذاری است. مرکز ثقل تحلیل نهادگرایانه، تأکید بر نقش نهادها به‌عنوان یک متغیر مستقل در شکل دادن به روندها و نتایج کنش­های فردی و جمعی از طریق تصویب و اجرای قانون است. در این بین قوانینی از قبیل قانون حفظ و حراست منابع آب‌های زیرزمینی کشور، قانون آب و ملی شدن آن، قانون توزیع عادلانه آب در شمار قوانین مرتبط با حوزه آب قابل ذکر هستند؛ اما در مجموع قادر به کاهش یا رفع بحران آب نشده­اند. در مجموع به نظر می‌رسد سیاست‌گذاری بر مبنای مدل نهادی، منجر به شناخت بهتر ناکارآمدی قوانین گذشته و بازتعریف رابطه نهادهای دخیل در مدیریت آب از طریق وضع قانون جدید، بهبود حکمرانی و اقتصاد سیاسی آب و در نتیجه کاهش پیامدهای امنیتی ناشی از بحران آب خواهد شد.}, keywords_fa = {سیاست‌گذاری,امنیت,بحران آب,حکمرانی آب}, url = {https://interpolitics.guilan.ac.ir/article_5174.html}, eprint = {https://interpolitics.guilan.ac.ir/article_5174_cffce1c8485b5812fd193d8f8eb536f8.pdf} }
