گسل های هویتی و اقتصاد سیاسی گروه داعش
حضور تعیین کننده گروه تروریستی داعش در بخش وسیعی از مناطق مرکزی و غرب عراق و مناطق شرقی سوریه کاملاً محرز می باشد. این گروه حوزه جغرافیایی وسیعی را به زیر کنترل خود در آورده که تقریباً وسعتی به اندازه خاک بریتانیا را در بر می گیرد. اینکه این مجموعه تروریستی برای مدت قابل توجهی است که توانایی بقا را متجلی ساخته محققاً توجه برانگیز جلوه می کند. پرواضح می باشد که مجموعه متنوعی از عوامل و مولفه های داخلی، منطقه ای و بین المللی باید در کنار یکدیگر قرار گیرند تا چنین وضعیتی را ممکن سازند. سوال اصلی این مقاله متوجه این نکته می باشد که در چارچوب تاکید بر کدامین مولفه های داخلی رشد و صعود گروه داعش چگونه باید ترسیم گردد. در مقام پاسخگویی به این سوال ضروری است که از یک سو نگاه معطوف به وجود گسل های تاریخی هویتی که ریشه در تمایزات قومی، مذهبی و قبیله ای دارد و از سویی دیگر ارزیابی متوجه دسترسی گروه داعش به منابع نفتی در مناطق تحت کنترل و قاچاق محموله های نفتی وگرفتن باج از راه گروگانگیری گردد.

چارچوب نظری رهیافت تحلیل انتقادی سیاست خارجی
این پژوهش درصدد ارائه چارچوب نظری رهیافت تحلیل انتقادی سیاست خارجی است. مدعای اصلی این پژوهش این است که رهیافت انتقادی سیاست خارجی به دلیل نفی اصول و مفروضات رهیافت سنتی در مباحث فرا نظری خود و درنتیجه ارائه چارچوب مفهومی متمایزی از رویکرد مذکور، از توانایی بیشتری در تبیین رفتار سیاست خارجی دستهای از بازیگران نظام بینالملل برخوردار است. نگارندگان بر این باورند، هرچند نظریات واکنشگرای روابط بینالملل بهطور عام و نظریه انتقادی روابط بینالملل بهطور خاص، بیشترین تأکید را بر وجه فرا نظری نظریه سیاست جهانی دارند، بااینحال، با عنایت به وجوه هنجاری و انتقادی نظریه مذکور، امکان استخراج اصول کلی و راهنما برای بهرهگیری در پردازش سیاست خارجی دستهای از بازیگران نظام بینالملل اعم از بازیگران رسمی نظام بینالملل (دولتها) و نیز بازیگران غیررسمی (همچون تشکلها، سازمانها و نهادهای غیردولتی) که خواهان ایجاد تغییر در نظم و نظام موجود بینالمللی هستند، وجود دارد.

سیستمهای پیچیده و آشوبی: الگوی وابستگی حساس، بازدارندگی و جنگ
سیستمهای پیچیده و آشوب، در وضعیت وابستگی حساس، از خود رفتارهای غیر خطی و غافلگیرانه نشان میدهند. گرچه دانشمندان، این انگارهها را سالهاست که موردبررسی قرار دادهاند ولی در گستره روابط بینالملل و بهویژه جنگ و بازدارندگی مورد واکاوی جدی فرار نگرفتهاند. اندیشه بنیادین در این نوشتار، این است که توزیع نابرابر وابستگی حساس در میان دولتها و در سیستم بینالملل پیچیده و آشوب، بهعنوان یک شبکه، نیروی پیش برنده و متغیر کلیدی در تبیین جنگ هست. نویسنده بر این باور است که وابستگی حساس و الگوهای توزیع آن در سیستم، معادله ثبات راهبردی غیر خطی را شکل داده و یا آن را ناکارآمد مینماید؛ بنابراین سیستم کنترل جنگ بهویژه بازدارندگی با وضعیت غیرخطی و با تعادل گذاری روبرو میباشد. این سیستم بایستی به روش خودسامان ده عمل نماید. بیثباتیهای غیرخطی با ناکارآمد ساختن بازدارندگی خودسامان ده به جنگ منتهی می شوند. این استدلال، دریافت و فهم از بازدارندگی و جنگ را بر پایه نظریه آشوب و پیچیدگی مفهومسازی مینماید و پیشنهاد می دهد که پژوهشهای آینده با جستار جنگ و بازدارندگی، بایستی باهدف گسترش و تکامل چنین انگارهها و الگو هایی باشد.

دیپلماسی هستهای و راهبرد مصالحه در سیاست خارجی ایران
راهبرد مصالحه در سیاست خارجی دارای آثار و پیامدهای متفاوتی است. مصالحه میتواند زمینههای گسترش بحران و انتظارات فزایندة بازیگران در محیط منطقهای و بینالمللی را بهوجود آورد. سیاست مصالحه بهعنوان پایان ستیز ایدئولوژیک بین کشورها دانسته و مصالحه را راهبرد تأمین صلح و امنیت از طریق دیپلماسی میداند. مصالحه در شرایطی از اهمیت راهبردی در سیاست خارجی کشورها برخوردار میشود که نشانههایی از همکاری برای نیل به منافع و امنیت ملی متوازن برای مقابله با تهدیدات بهوجود آید. دیپلماسی هستهای براساس اجماع راهبردی مقامات سیاسی ایران شکل گرفته و زمینة نیل به توافق راهبردی در قالب برنامه جامع اقدام مشترک را بهوجود آورد. در 15 دسامبر 2015 نیز شورای حکام آژانس بینالمللی انرژی اتمی با انتشار قطعنامه جدید، تردیدهای خود دربارة برنامة هستهای با ابعاد نظامی را پایان داده و به این ترتیب زمینه برای کاهش تدریجی و حذف تحریمهای اقتصادی و تکنولوژیک علیه ایران را بهوجود آورد. دیپلماسی هستهای و نتایج حاصل از آن براساس برنامة جامع اقدام مشترک نشان میدهد که مصالحه میتواند تهدیدات کشورهایی همانند ایران که در معرض تهدیدات بینالمللی هستند را کنترل و کاهش دهد. پرسش اصلی مقاله مبتنی بر آن است که: «راهبرد مصالحه در دیپلماسی هستهای چه نتایجی در حوزة منافع ملی و سیاست خارجی بهجا گذاشته است؟» فرضیة مقاله معطوف به آن است که: «دیپلماسی هستهای براساس راهبرد مصالحه منجر به کاهش تهدیدات و حذف مرحلهای تحریمهای اقتصادی و راهبردی شده است». در تنظیم مقاله از «رهیافت نئولیبرال نهادگرا» بهعنوان چارچوب نظری مقاله استفاده شده است.

پیامدهای بحرانی توسعه نامتوازن اقتصادی و سیاسی جمهوری خلق چین
توسعه دغدغه اصلی رهبران کشورهای جهان در دوره معاصر است. برای آنکه توسعه دچار توقف نشود، نیاز است فرآیند توازن در توسعه اقتصادی و سیاسی را همزمان در پیش گیرد. با این حال، برخی از کشورها، تنها به توسعه اقتصادی اندیشیده و بعد سیاسی آن را رها کردهاند. برای نمونه، جمهوری خلق چین، کشوری است که از سه ده پیش در حال توسعه و اینک، به جمع کشورهای توسعهیافته اقتصادی پیوسته است. اگرچه چین در توسعه اقتصادی به خوبی عمل کرده، با وجود حکومت حزب کمونیست در آن کشور، میتوان آن را توسعهنیافته سیاسی دانست. پرسش اصلی این مقاله که با روش تبیین علی و معلولی، انجام یافته، آن است که توسعه نامتوازن اقتصادی و سیاسی جمهوری خلق چین چه پیامدهای بحرانزایی را برای تداوم توسعه این کشور، در پی خواهد داشت؟ و نتیجه کلی مقاله اینکه در چند دهه آینده، پیامدهای بحرانی این عدم توزان در توسعه اقتصادی و سیاسی چین نمایان خواهد شد، رشد طبقه متوسط به خواست مشارکت سیاسی خواهد انجامید، خواستی که چین را در ادامه روند موجود، با بیثباتی سیاسی و در نهایت انقلاب روبهرو خواهد کرد.

دیپلماسی هسته ای جمهوری اسلامی ایران و نظارت پذیری شورای امنیت
نظارت پذیری شورای امنیت سازمان ملل متحد ،از موضوعات مورد مجادله و همواره مطرح در حقوق بین الملل بوده و می باشد. در این خصوص ، گروهی از اندیشمندان ، با تمسک به موازین حقوقی وفرا حقوقی ، معتقدند که در یک نظام قانونمند جهانی موسوم به سازمان ملل متحد ، هر رکن و مقامی ولو شورای امنیت، بایستی در مقابل عملکردش ، پاسخگو باشد . در این مقاله ضمن احصاء موازین حقوق بین الملل در خصوص محدود نمودن صلاحیت شورای امنیت ، نظارت پذیری نهاد بین المللی مذکور را به استناد دیپلماسی با تکیه به دیپلماسی هسته ای دولت جمهوری اسلامی ایران تبیین کرده و توافق هسته ای و برجام را بعنوان شیوه و راهکار مناسب حقوق بین الملل در عصر حاضر ، جهت به چالش کشیدن تصمیمات و عملکرد شورای امنیت ، تعرفه و دستاوردهای آن تبیین شده است.

روابط استراتژیک اسراییل و آذربایجان: بنیادها و الزامات
در سالهای اخیر روابط روابط اسراییل- آذربایجان در منطقه خاورمیانه و قفقاز در مرکز توجه سیاسی قرار گرفته است. ماهیت روابط میان آذربایجان و اسراییل باید فراتر از دشمنی ایدئولوژیک و سیاسی با ایران یا ارمنستان و در جهت درک توازن قوا و موضوع نیازهای متقابل اقتصادی و امنیت انرژی مورد تجزیه و تحلیل قرار گیرد. اگر چه در ادبیات سیاسی موجود، به نقش فاکتورهای سیاسی و امنیتی پرداخته شده است، اما به صورت چشمگیری نقش فاکتورهای اقتصادی و تکنولوژیک و تاثیر آن در پیشبرد رابطه میان دو کشور مورد غفلت قرار گرفته است. هدف محقق در تحقیق حاضر آن است دریابد علاوه بر اهداف، منافع و الزامات سیاسی و امنیتی، عوامل اقتصادی و تکنولوژیک و نیازهای متقابل حیاتی دو کشور در این زمینه چه نقشی را در شکل دهی و تحکیم روابط در سطح کنونی ایفا کرده اند. به همین دلیل، در پژوهش حاضر توجه خاصی به نقش آذربایجان به عنوان یک تولید کننده عمده نوظهور انرژی و همچنین نیازهای حیاتی اسراییل در حوزه امنیت انرژی شده است. برای پاسخ به این سوال پژوهش ابتدا تاریخچه روابط دو کشور و اهداف، انگیزه ها و اولویتهای سیاست خارجی که باعث ترغیب باکو و تل آویو به ایجاد و گسترش رابطه به گردیده، واکاوی می شود و سپس نقش فاکتورهای اقتصادی، تکنولوژیک و نظامی در پیشبرد این رابطه به تفکیک مورد تجزیه و تحلیل قرار می گیرد. یافته های تحقیق نشان می دهد نیازهای متقابل حیاتی اقتصادی دو کشور در حوزه امنیت انرژی و نیز دسترسی به تکنولوژی پیشرفته نظامی و دانش مدرن برای دستیابی به توسعه پایدار تاثیرگذارترین فاکتورها در شکل دهی سطح کنونی رابطه میان آذربایجان و اسراییل بوده است.

پساساختارگرایی و تحول در دانش روابط بینالملل
امروزه پساساختارگرایی در ادبیات روابط بینالملل رهیافتی کاملاً شناختهشده همراه با ادبیاتی غنی محسوب میشود. با توجه به قلت منابع تألیفی در زبان فارسی، هدف این مقاله این است که اندیشههای پساساختارگرایانه و پژوهشهای ملهم از این اندیشهها را بررسی کرده و ابعاد چالش برانگیز یا فرصت ساز آن برای تحول دانش روابط بین الملل در قرن بیست و یکم را مورد بررسی قرار دهد. به طور دقیق سؤال مقاله این است که پساساختارگرایی که بنا به تعریف میخواهد از سازههای متعارف خرد بشری فراتر رود و رویههای دلبخواهانه سازنده این خردمندیِ ظاهراً جاودان بشری را برملا کند، چه بصیرتهایی را در حوزه هستیشناسی و روششناسی روابط بینالملل و مسائل محتوایی آن از جمله قدرت، سیاست خارجی و تحول خود رشته روابط بینالملل برای انسان پرمسئله قرن بیست و یکمی فراهم میکند و چه نقدی بر این رویکردها میتوان وارد کرد. این مقاله با بررسی هستیشناسی، معرفتشناسی، موضوعشناسی و نقدشناسی پساساختارگرایی در روابط بینالملل، نتیجه میگیرد که توجه به مفاهیمی مانند زبان، روابط قدرت، مقاومت، تاریخیت، مرزبندی خود/ دیگری، اهمیت صداهای حاشیهای، امکان گریز از رویههای دولتمحور و باز کردن فضا برای مفصلبندی مجدد رشته روابط بینالملل به عنوان مؤلفههای هسته سخت پساساختارگرایی، امکان عاملیتهای جدید در عرصه زیست جهانی را برای انسان فروبسته امروز فراهم میکند.

تحلیل رویه شورای امنیت در مدیریت نقض های شدید حقوق بشر
شورای امنیت سازمان ملل متحد مسئولیت اولیه حفظ صلح و امنیت بین المللی را بر عهده دارد. مباحث زیادی در باب نحوه مدیریت و قواعد حاکم بر شورای امنیت در بحرانهای بین المللی در جهان به ویژه موارد نقضهای شدید حقوق بین الملل بشر مطرح شده است. از یکسو؛ دیدگاه سنتی به صلح و امنیت بین المللی تغییر یافته و شورای امنیت سازمان ملل متحد وظیفه رعایت موازین حقوق بین الملل بشر را نیز بر عهده دارد. از سوی دیگر؛ جامعه جهانی با استفاده از حق وتو توسط اعضای دایم شورا در موارد نقض حقوق بین الملل بشر دچار تناقض گردیده است. این در حالی است که به باور بسیاری از تحلیلگران شورای امنیت می توانست با اقدام به موقع از نقض حقوق بین الملل بشر جلوگیری کند، حال آنکه؛ مواردی در دام سیاسی کاری افتاده و کاری از پیش نبرده است. این مقاله با رویکردی تبیینی در پی پاسخ به این مساله بنیادین است که آیا مدیریت شورای امنیت در موارد نقضهای شدید حقوق بین الملل بشر منصفانه و مبتنی بر هنجارهای بنیادین در حقوق بین الملل بوده است و آیا توانسته است رویه ای مستقل از منافع اعضای دائم شورای امنیت در این موارد تدوین کند. مقاله حاضر، در صدد اثبات این فرضیه است که تعدیل رویه شورای امنیت در مدیریت نقض های شدید حقوق بین الملل بشر و تاثیرپذیری کمتر از مباحث سیاسی به منصفانه شدن آن منتهی میشود.
