چکیده

پژوهش حاضر با هدف شناسایی و تحلیل تأثیر بهره گیری از فضای مجازی در تحقق حکمرانی مطلوب انجام شده است و در صدد پردازش به چگونگی تأثیر فضای مجازی بر حکمرانی خوب است. با افزایش ضریب نفوذ شبکه‌های اجتماعی مجازی در بین افراد جامعه و تأثیرات آن در همه ابعاد زندگی بشر، هیچ حوزه ای بدون بهره برداری از پتانسیل فضای مجازی و همسوشدن با تحولات آن نمیتواند راه پویایی و توسعه را در عرصه پر رقابت جهانی و حتی محلی بپیماید. یکی از عرصه‌های مهم متأثر از فضای مجازی عرصه حکمرانی است. یافته‌های پژوهش بیانگر این مطلب است که دولتها برای اجرای مطلوب الگوی حکمرانی و تحقق آرمان‌های خود باید ماهیت این نوع جدید از حکمرانی را درک کرده و با بهره‌گیری از ظرفیتهای فضای مجازی در برقراری تعادل و ثبات بین بخش‌های مختلف جامعه تلاش نمایند. نتایج پژوهش حاکی از آن است که بازطراحی مناسبات حاکمیت و فضای مجازی می‌بایست باتوجه‌به شکل‌گیری جوامع شبکه‌ای و پویا شدن قدرت در شبکه، بر اساس شرایط و اقتضائات جامعه شبکه‌ای و شرایط ویژه سیاسی، اجتماعی و اقتصادی کشور صورت گیرد.

چکیده [English]

The current research has been carried out with the aim of identifying and analyzing the effect of using virtual space in achieving good governance. With the increase in the penetration rate of virtual social networks among the people of the society and its effects in all aspects of human life, no area without exploiting the potential of virtual space and adapting to its developments can find the path of dynamism and development in the highly competitive world and even Go local. One of the important fields affected by cyber space is governance. The findings of the research show that governments should understand the nature of this new type of governance in order to implement the model of governance and realize their ideals and use the capabilities of virtual space to establish balance and stability between different sectors. Society should try. The results of the research indicate that the redesign of governance relations and virtual space should be based on the conditions and requirements of the network society and special political, social and economic conditions,

Introduction

Cyberspace is known today as a crucial tool in shaping social, economic, and political relations globally. Beyond its function as a communication platform, it significantly influences governance and national management. Iran and China, with their distinct cultural, social, and political landscapes, offer compelling case studies for examining the interplay between cyberspace and good governance.  
China's status as the world's largest online community makes it particularly relevant for researchers studying government strategies within cyberspace. This study focuses on how cyberspace contributes to good governance in both Iran, a developing nation, and China, a developed one. Through a qualitative lens, the research explores how cyberspace impacts good governance processes in both countries, analyzing the relationship between cyberspace and good governance to understand its role in governance development and achieving the desired model.

Theoretical Framework

This research draws upon Emmanuel Castells' theory of the network society and Douglas North's theory of good governance to analyze the complex relationship between cyberspace and governance in the contemporary world. The network governance framework acknowledges that public policies are no longer formulated solely by the government; rather, they are determined by a network of connections between various actors such as politicians, private companies, pressure groups, and citizens.  Castells argues that in today's media-centric environment, political actors and messages must have a media presence to resonate with the public. Only those who can effectively communicate with citizens on a large scale can influence public opinion and decision-making, ultimately impacting access to positions of power or support their domination over political institutions.   North's theory identifies three core elements of good governance: formal institutions, informal institutions, and institutional processes. From North's point of view, institutions play a key role in regulating and facilitating social and economic activities providing a framework for transparent and efficient interactions. Cyberspace introduces new forms of these institutions with unique capabilities.  
With the advent of cyberspace, formal and informal institutions have entered a new realm, impacting good governance by serving as a platform for information exchange, shaping institutions, and fostering transparency and social interaction. 
This study uses North's theories to analyze how cyberspace can enhance good governance and institutional development.   

Research Method

This qualitative research uses thematic analysis to examine the influential relationship between cyberspace and good governance (as independent and dependent variables in the research) in Iran and China. Data collection involved open and semi-structured interviews with experts and specialists in the fields of politics, communications, and information technology.   Additionally, the research analyzed official documents, reports, and international sources related to cyberspace policies and governance in both countries.   

Analysis of Research Data

The research employed thematic analysis to extract key themes and sub-themes from the collected data, including interview transcripts, to provide an in-depth analysis of the research topic.   
The study notes significant cultural and geographical differences in how Iran and China utilize cyberspace.  China, with its more advanced infrastructure and wider experience in the field of information technology, uses new technologies such as artificial intelligence and big data for community management and information analysis. Despite facing economic limitations and sanctions, Iran actively pursues technological self-reliance to utilize cyberspace for comparable governance objectives, albeit with heightened challenges.  

Conclusion

Despite their differing political systems, both Iran and China utilize cyberspace to strengthen governance and social management, encountering unique challenges. This study suggests that optimizing the use of cyberspace and new technologies can improve governance in both countries, contingent on implementing control policies and restrictions in a manner that maintains public trust and transparency.
