تاثیر عوامل بین المللی بر روابط اقتصادی ایران و روسیه

چکیده



روابط ایران و روسیه در دهه‌های اخیر فراز و نشیب‌های بسیاری را تجربه کرده است و اکنون سطح روابط اقتصادی دو طرف با وجود نزدیکی جغرافیایی و زمینه‌های مناسب گسترش چشمگیر نیست. ریشه‌یابی علت‌های گسترش نیافتن روابط ایران و روسیه مساله‌ای است که در چارچوب کاهش احتمالی تنش در روابط خارجی ایران اهمیت بسیار دارد. عوامل داخلی و خارجی متعددی بر روابط دو کشور تاثیرگذار هستند، ولی تمرکز نویسندگان مقاله بر دو عامل خارج از مرزهای ایران است. نخست تاثیر فضای تصمیم‌سازی روابط خارجی در روسیه و دوم تاثیر تحریم‌یا برچیده‌شدن آن بر روابط اقتصادی ایران و روسیه. پرسش بنیادین مقاله این است که تحول در موقعیت بین‌المللی ایران بر روابط اقتصادی ایران و روسیه چه تاثیری داشته است؟ نویسندگان تحول در روابط اقتصادی ایران و روسیه را از دو نگاه، نخست روسی- و در چارچوب روند تصمیم‌سازی روس‌ها- و دوم نگاه بین‌المللی تبیین کرده است. فرضیه مقاله این است که عوامل بین‌المللی به ویژه دوره‌های تحریم علیه ایران، تاثیر فوری و مستقیم بر روابط اقتصادی ایران و روسیه داشته است. روش این پژوهش کمی-کیفی است و از تحلیل آمارها، مطالعات کتابخانه‌ای و اسنادی برای پاسخ به پرسش اصلی استفاده شده است.

چکیده [English]

During a long history of bilateral relations, Iran-Russia's has experienced many changes in their relations. Against suitable capacity foe expansion economic relations, their relations have remained limited yet. Understanding the causes of this situation and continuation of limited economic relations, needs considering different internal and external factors affects on their relations. Changes in Iran's relation with international system is a very important factor in this regard. In this paper the authors focus on the two dimension of affecting element, one is the condition of decision making in Russia, and the second is influential external factors. The main element is sanctions, both America's sanctions and international sanction.
The man question of this paper is that: what is the role of international factors on Iran- Russia's relations? The authors hypothesis is that international sanctions has direct impacts on Iran Russia's relations. the methodology of this research is mixed, both quantitative and qualitative.
