Abstract

Relation between Republic of Azerbaijan as a member of Organization of Islamic Countries and Israel have formed and expanded in political, economic, security and technologic levels immediately after Azerbaijan independence in 1991 and reached to a peak. Despite some internal and regional obstacles and objections, two countries successfully extended their relationship to a strategic level in recent years. A telegram from the US embassy in Azerbaijan that was published in Wikileaks claimed that the resident of Azerbaijan, Ilham Aliyev, compared Israel-Azerbaijan relations to an iceberg, with most of the relations being below the surface. In the current article researcher aims to investigate objectives, characteristics, mutual interests as well as internal, regional and international necessities that forced two countries to expand their relationship to the current level. In addition, researcher will investigate internal and external constraints that two countries are confronted and how these constraints could affect diplomatic normalization of their relationship. To doing so, the role of Iran and turkey pressures and their reasons to undermine Azerbaijan and Israel alliance will be discussed
