سیاست خارجی روسیه در حوزه دریای سیاه

چکیده

این مقاله به تاثیر بازتعریف هویت ملی روسیه بر سیاست خارجی این دولت در حوزه دریای سیاه در دوره پس از جنگ سرد متمرکز است. روندهای منطقه ای در حوزه دریای سیاه پس از فروپاشی شوروی گسترش یافته است. در عصر جنگ سرد، شوروی، مجارستان و بلغارستان به عنوان اعضای بلوک شرق و ترکیه به عنوان عضوی از بلوک غرب  دولت های ساحلی دریای سیاه محسوب می شدند، و تفوق شوروی بر این حوزه مانع از گسترش حضور فعال دیگر دولت ها می شد. پس از فروپاشی شوروی، گرجستان و اوکراین به عنوان دولت های ساحلی جدید در حوزه دریای سیاه به استقلال رسیدند و تنزل مسکو از ابرقدرتی که تفوق چالش ناپذیری بر این حوزه داشت به قدرتی منطقه ای زمینه گسترش حضور و نفوذ دیگر بازیگران ساحلی و ناتو و اتحادیه اروپا را در حوزه دریای سیاه فراهم کرده است، در نتیجه روسیه در واکنش به تحولات محیط پیرامونی خود در این عرصه و متاثر از تحولات هویتی به بازتعریف سیاست خارجی خود پرداخته است.

چکیده [English]

Russian President Vladimir Putin formally approved his country’s new national security strategy. The content of the updated document reflected the sharp deterioration in Russia’s relationship with the West after the Ukraine crisis – it accused the U.S. and its allies of trying to dominate global affairs and described NATO expansion as a major security threat The strategic interdependence between Russiaand West during the last decade became not only anaemic but antagonistic. The regional implications of that can be compared to the boomerang effect: problems at the strategic level affect the regional level and return to the originators. Generally speaking, Commonwealth of Independent States conflicts can be viewed as the product of the Soviet legacy and the patchy collapse of the USSR as well as the ill-conceived policies and mistakes of the involved parties, Russia and external actors – USA, NATO and EU.
