زمینه‌های دگرگونی در کارکرد امنیتی بلوچستانِ پاکستان: گذار در مرزهای مجموعه‌های امنیتی آسیا

چکیده

بلوچستان، نقطۀ تلاقی دو مجموعۀ امنیتی مهم در آسیا، یعنی مجموعۀ خاورمیانه و مجموعۀ جنوب آسیا است. اهمیت بلوچستان در مطالعات امنیتی معاصر، به غیبت آن بوده است؛ غیبت آن بر نمودار پویش‌های امنیتی باعث شده است تا دو مجموعۀ امنیتیِ مستقلِ در دو سوی آن پدید بیاید: مجموعۀ جنوب آسیا و زیرمنطقۀ خلیج فارس از منطقۀ خاورمیانه. با این حال در سال‌های اخیر تغییرهای مهمی در این محدوده به وجود آمده که تداوم وضعیت پیشین را به چالش کشیده است. این نوشتارِ، با تکیه بر مفاهیم نظریِ مجموعه‌های امنیتیِ منطقه‌ایِ بری بوزان و اوول ویور، این تغییرات را در چهار بخش و دو سطح تحلیل منطقه و سیستمیک، بررسی کرده و سناریوهای تغییر پیش رو را مطرح می‌کند.

چکیده [English]

Baluchistan, distributed between three countries, is confluence point between two main Asia’s Security Complexes, i.e. Middle East and South Asia. The Importance of Baluchistan in contemporary security studies has been its absence. Absence of this region from the security dynamics’ map has caused two independent security regions on two sides of that. Nonetheless, in recent years there have been some game changer differences, which are challenging continuity in former order. This article articulates these changes according to Barry Buzan and Ole Waever’s Regional Security Complexes Theory and examines the proposition that they can alter the security map in the Asia's region. As a result of this situation, there could be few scenarios in regard to security patterns, some concerns continuity and some include transformation. According to our discussion, the most probable scenario would be overflow of security dynamics in South Asia into Middle East and engaging these two regions in each other’s issues.
