زمینه‌یابی سه‌وجهیِ جایگاه قدرت نرم در سیاست خارجی روسیه ‏(2000-2019)‏

چکیده

هرچند قدرت نرم از یک­سو ریشه در فکر/عملِ غربی/لیبرالی دارد و از سوی دیگر تنها نزدیک به سه دهه از زمانی که بر سر زبان­ها افتاد، می‌گذرد ولی جایگاه مهمی در سیاست­گذاری خارجی فدراسیون روسیه یافته است به طوری که به یکی از پربسامدترین مفاهیم در ادبیات مقامات کرملین تبدیل شده است. حال با عنایت به این روند، این پرسش در خور بررسی است که چه عواملی باعث گردیده‌اند این کشور جدیت روزافزونی در بهره­گیری از قدرت نرم در پیشبرد سیاست خارجی داشته باشد و واشکافی این عوامل به چه سنخ از ارزیابی در مورد وضعیت کنونیِ قدرت نرم روسیه در عرصه جهانی می انجامد؟ در پاسخ به این پرسش، در این مقاله هدف آن است نوعی تحلیل جامع‌، که از آن تحت­عنوان زمینه‌یابی سه‌وجهی یاد شده است، در مورد جایگاه قدرت نرم در سیاست خارجیِ روسیه ارائه گردد.
بدین منظور، در ابتدا چارچوب مفهومیِ مختصری در مورد قدرت نرم ارائه می‌شود. سپس در پرتویِ آن، در سه قسمت مجزا و متوالی استدلال می­شود که چگونه عواملِ تاریخی‌ـ‌تجربی، روایی‌ـگفتمانی، و اسنادی جدیت روزافزون فدراسیون روسیه برای بهره گیری از قدرت نرم در پیشبرد سیاست خارجی را به بار آورده اند. به بیان دقیق تر، با بهره‌گیری از روندکاوی تاریخی نشان داده می‌شود که کاربست قدرت نرم در سیاست خارجی روسیه از دوران اتحاد شوروری تاکنون چه سیر تطوری را پیموده است؛ با اتکا به روش کتابخانه‌ای، شرحی مختصر و البته ارزیابانه از روایتهای روسی درباره قدرت نرم ارایه می‌گردد؛ و با استفاده از روش اسنادی و تحلیل محتوای کیفی، سیرتطور موضع رسمی فدراسیون روسیه در آیینه اسناد کلانِ کلیدیِ سیاست خارجی این کشور که در هزاره جدید میلادی انتشار یافته است واشکافی می گردد. مقاله در پایان نیز با ارائۀ یک ارزیابی مختصر نتیجه می‌گیرد قدرت نرم روسیه دارای محدودیت­هایی است که تحقق اهدافِ آن را با مشکلات جدید مواجه می‌سازد.

Although soft power has a root in western/liberal thought/practice and traces back to a three-decade background in international literature, it has gained a notable position in Russian foreign policy-making, becoming one of most often-used concepts among the Kremlin officials, Given to this trend, it can be asked which factors have led them to pay  attention to use of soft power in Russian foreign policy more seriously, and which type of evaluation will analyzing them bring about regarding the current situation of Russian soft power on global scene. In answering, the aim is to present a certain of comprehensive analysis, referred to as Three-faceted Contextualisation, on the Position of Soft Power in Russian Foreign policy., In doing so, having presented a brief conceptual framework on soft power, the article argues how historical-emperical, narrative-discursive, and documentary factors have brought Russia’s increasingly serious effort to draw on soft power in promoting foreign policy. Precisely, using a historical process-tracing, it will be illustrated how Soft Power in Russian Foreign policy has evolved since soviet ara; relying on library method, Russian narratives on soft power will be briefly evaluated; utilizing qualitative content analysis, we will analyse the evolution of Russian positions on soft power in the light of some key document on Russian foreign policy issued during two recent decades.  Finally, we conclude that Russian Soft Power has dealt with some limitations, which prevent its goals from achieving in the forseen future.
