بین منطقه گرایی؛ کنش گران و سطح همکاری های امنیتی در روابط بین الملل

چکیده

بین منطقه‌گرایی به عنوان یکی از حوزه‌های مطالعاتی جدید در رشته روابط بین‌الملل محسوب می‌شود. اگرچه این حوزه مطالعاتی جدید محسوب می‌شود، اما با مطالعۀ تاریخ تکوین این حوزه می‌توان دریافت که بین منطقه‌گرایی در عرصۀ بین‌المللی یکی از متغیرهای تاثیرگذار بر روندهای همگرایی و منطقه‌گرایی در حوزه‌های متنوع بوده است. پرسش مطرح شده در این پژوهش این است که وضعیت بین منطقه-گرایی چه تاثیراتی بر همکاری‌ها و رقابت‌ها در حوزه امنیت بین‌الملل گذاشته است؟ در این پژوهش تلاش می‌شود که تاثیرگذاری این حوزه مطالعاتی بر دو شاخص همکاری‌ و رقابت‌های امنیتی در عرصۀ بین‌المللی مورد بررسی قرار بگیرد. روش پژوهش در گام اول فرضیه‌ای بر پایۀ استنتاج قیاسی ارائه می‌شود و در گام دوم با استفاده از داده‌های تجربی تلاش می‌شود تا با استفاده از این داده‌ها، فرضیه راستی‌آزمایی شود. مطابق فرضیه پژوهش بین منطقه‌گرایی با تاثیرگذاری بر روندهای منطقه‌ای منجر به شکل‌گیری شبکه‌ای از مناطق شده است که این شبکه‌ها در حوزه‌های امنیتی به یکدیگر متصل شده‌اند. طبق یافته‌های پژوهش به نظر می‌رسد که روابط امنیتی بین منطقه‌ای میان کنش‌گران به صورت پیوندهای نامتقارن شکل می‌گیرند و برخی از کنش‌گران بین‌المللی مانند اتحادیه اروپا، ایالات متحده آمریکا و چین به دلیل وجود نوعی منطق اهدا کننده- گیرنده در روابط بین منطقه‌ای و همچنین توانایی‌های مالی و نهادی پیشرفته‌تر، از موقعیت شبکه‌ای غالب‌تری‌ نسبت به اتحادیه آفریقا و سایر کنش‌گران درحال توسعه در سیستم بین‌الملل برخوردار هستند.

چکیده [English]

Interregionalism is considered as one of the new fields of study in the field of international relations. Although this field of study is a new, but by studying the history of the development of this field, it can be seen that between regionalism in the international arena has been one of the variables affecting the trends of convergence and regionalism in various fields. The question raised in this study is what effect has the situation between regionalism had on cooperation and competition in the field of international security? In this study, an attempt is made to examine the impact of this field of study on two indicators of cooperation and security competition in the international arena. The research method In the first step, a hypothesis based on deductive inference is presented and in the second step, using experimental data, an attempt is made to test the hypothesis using these data. According to the hypothesis of interregional research, by influencing regional trends, it has led to the formation of a network of regions, which are interconnected in the field of security. According to the research findings, interregional security relations between actors are formed as asymmetrically, and some international actors such as the European Union, the United States and China due to a donor-recipient logic in relations. Interregional, as well as more advanced financial and institutional capabilities, have a stronger network position than the African Union and other developing actors in the international system.
