چکیده

هدف مقاله حاضر بررسی الزامات تامین امنیت قفقاز جنوبی توسط جمهوری اسلامی ایران با تأکید بر جمهوری آذربایجان است. روش مقاله حاضر، ترکیبی و با متد کیفی، مصاحبه‌ای ،روش پدیدارشناسی و کتابخانه‌ای اجرا شده است. جامعه آماری اساتید دانشگاهها و متخصصین وزارت امور خارجه بودند. مشارکت کنندگان به روش هدفمند و اشباع داده انتخاب و پاسخ سوالات با مصاحبه های اکتشافی به دست آمده است. نتایج نشان داد که، ایران بر اساس مدل سیاستگذاری عقلانی در منطقه قفقاز سیاست احتیاطی و مداراگرایانه را در پیش گرفته و سیاست امنیتی ایران بر پایه منافع و ملاحظات ژئوپلیتیکی و اقتصادی، براساس موازنه سازی برون گرا، دفاع فعال و تعامل و حضور مؤثر و مقتدر و راهبرد امنیتی به هم پیوسته بوده است. ایران به عنوان یک بازیگر منطقه ای فعال و با نفوذ که با دو کشور از سه کشور قفقاز دارای مرز مشترک است، اهمیت و اولویت خاصی برای منطقه قفقاز در سیاست امنیتی خود قائل است وسیاست امنیتی ایران نسبت به قفقاز واقع بینانه و عمل گرایانه بوده است.

چکیده [English]

The purpose of this article is to investigate the policy of the Islamic Republic of Iran in securing the security of the South Caucasus with an emphasis on the Republic of Azerbaijan. The method of the present dissertation was implemented with a combination of qualitative, interview, phenomenological and library methods. The statistical population was university professors and specialists of the Ministry of Foreign Affairs. Participants were selected in a targeted and saturated data method and answered questions with exploratory interviews. The results showed that, based on the rational policy model in the Caucasus region, Iran has adopted a precautionary and tolerant policy, and Iran's security policy is based on geopolitical and economic interests and considerations, based on extroverted balancing, active defense and effective interaction and presence. The authority and the security strategy have been connected together. Iran, as an active and influential regional actor that shares a common border with two of the three Caucasus countries, attaches special importance and priority to the Caucasus region in its security policy. Iran's security policy towards the Caucasus has been realistic and pragmatic.
