قرارداد اجتماعی سنتیِ خاورمیانه‌ای و سقوط/ پایداری رژیم‌ها در بهار عربی

چکیده

در بهار عربی، رژیم‌های خاورمیانه و شمال آفریقا به سرنوشت‌های متفاوتی دچار شدند؛ برخی‌ سقوط کردند، برخی درگیر جنگ داخلی شدند و برخی پایدار ماندند. چگونه می‌توان این تفاوت را از منظر تغییر یا تداوم مناسبات دولت و جامعه توضیح داد؟ فرضیه این است که این تفاوت، به توفیق یا ناکامی در تداوم‌بخشی به قرارداد اجتماعی سنتیِ خاورمیانه‌ای برمی‌گردد؛ هرچند متغیرهای واسطه نظیر میزان تشکل‌یافتگی نیروهای اجتماعی و انسجام ساختار سیاسی، و وضعیت حمایت خارجی نیز دخیل بودند. چارچوب نظری پژوهش متشکل از نظریه «انتخاب عقلانی»، «تشکل‌یافتگی اجتماعی»، «ساختار فرصت سیاسی»، و «اتحاد استراتژیک بین‌المللی» است و داده‌های منابع کتابخانه‌ای، با رویکرد توصیفی-تحلیلی و به روش مقایسه‌ای سامان می‌یابد. تمرکز مکانی پژوهش بر رژیم‌های شمال آفریقا و خلیج فارس، در بازه‌ی دهه 1980 تا بهار عربی 2011 است. یافته پژوهش این است که در جمهوری‌های غیردموکراتیک شمال آفریقا، رخداد انقلابی محصول نقض قرارداد اجتماعیِ سنتی میان دولت و جامعه، به‌دلیل بحران اقتصادی، بود.در مقابل، پادشاهی‌های نفتیِ خلیج فارس به پشتوانه حفظ تمکن مالی توانستند مانع بروز اعتراض شوند یا در صورت بروز، کنترل نمایند.

چکیده [English]

The Arab Spring produced divergent political outcomes across the MENA: some regimes collapsed, others descended into civil war, while several remained resilient. How can these contrasting trajectories be explained in terms of state–society relations? Although other factors, including the organizational capacity of social forces, the unity of political institutions, and the level of external support, influenced the outcomes, this study examines the assumption that this variation is primarily attributed to the success or failure of upholding the traditional social contract in the Middle East. The theoretical framework integrated Rational Choice Theory, Social Mobilization Theory, Political Opportunity Structure, and International Strategic Alliance Theory. The study employed a descriptive-analytical and comparative research design grounded in documentary sources to analyze North African and Persian Gulf regimes from the 1980s to the 2011 Arab Spring. Findings indicated that the traditional social compact disintegrated following severe economic crises in North African authoritarian republics, resulting in revolutionary mobilization. In contrast, the oil-rich monarchies of the Persian Gulf maintained their fiscal capacities, enabling them to suppress any demonstrations that occurred or to prevent them entirely.
