محدودیت‌ها و موانع بنادر جنوبی ایران در تحقق اهداف توسعه دریامحور

چکیده

جمهوری اسلامی ایران با برخورداری از موقعیت راهبردی در خلیج فارس، دریای عمان و دسترسی به اقیانوس هند، از ظرفیت قابل‌توجهی برای تحقق اهداف توسعه دریامحور برخوردار است. بنادر جنوبی کشور، به‌عنوان پیونددهنده شبکه‌های حمل‌ونقل داخلی با بازارها و کریدورهای بین‌المللی، نقش مهمی در توسعه تجارت، افزایش ظرفیت ترانزیتی و جذب سرمایه‌گذاری دارند. بااین‌حال، بهره‌گیری کامل از این ظرفیت‌ها با محدودیت‌ها و موانع متعددی مواجه است. پژوهش حاضر با هدف شناسایی و تحلیل مهم‌ترین موانع بنادر جنوبی در مسیر تحقق اهداف توسعه دریامحور انجام شده و از روش توصیفی ـ تحلیلی بهره می‌گیرد. یافته‌های پژوهش نشان می‌دهد که ضعف زیرساخت‌های حمل‌ونقل و فناوری‌های بندری، محدودیت‌های سرمایه‌گذاری، تحریم‌های اقتصادی و مالی، ناهماهنگی‌های نهادی و مدیریتی، کاستی‌های قانونی و مقرراتی، کمبود نیروی انسانی متخصص، پیامدهای تغییرات اقلیمی و تشدید رقابت منطقه‌ای، مهم‌ترین چالش‌های پیش روی این بنادر هستند. بر این اساس، تحقق توسعه دریامحور مستلزم توسعه زیرساخت‌های چندوجهی، نوسازی و هوشمندسازی بنادر، بهبود محیط سرمایه‌گذاری، ارتقای هماهنگی نهادی، تقویت سرمایه انسانی و افزایش پیوند بنادر جنوبی با کریدورهای منطقه‌ای و بین‌المللی است.

چکیده [English]

The Islamic Republic of Iran possesses a strategically significant maritime position and has sought over the past several decades to advance its maritime-oriented development objectives. Key objectives of this approach include improving transport infrastructure, increasing transit capacity, attracting foreign investment, and strengthening the country’s role in international corridors. Iranian ports, particularly those located in the south, have considerable potential and capacity to contribute to the achievement of these objectives. However, southern ports face a range of structural, economic, managerial, and international constraints that require serious consideration and effective policy responses. Accordingly, this study aims to examine the major constraints and barriers facing southern ports in achieving Iran’s maritime-oriented development objectives and to propose strategies for addressing these challenges. The main research question is: What are the major constraints and barriers facing the country’s southern ports in achieving Iran’s maritime-oriented development objectives? The findings indicate that the principal challenges include weaknesses in transport infrastructure and port technologies, trade and customs sanctions, managerial and institutional coordination problems, the lack of alignment between certain domestic laws and regulations and international standards, the impacts of climate change, shortages of specialized human resources, investment constraints, and intensifying regional competition. The study employs a descriptive-analytical research method and draws on reliable academic sources, economic reports, and field data. Finally, it proposes strategies aimed at improving the performance of southern ports, facilitating foreign investment, enhancing institutional coordination, and developing the infrastructure required to strengthen Iran’s position in the regional maritime economy and international transport corridors..
