هوش مصنوعی، ترامپیسم و ظهور توتالیتاریسم الگوریتمی در سیاست معاصر

چکیده

گسترش هوش مصنوعی و ادغام آن با اقتصاد پلتفرمی از مهم‌ترین تحولات ساختاری قدرت در سیاست معاصر است که بنیان‌های دموکراسی لیبرال را با چالش جدی مواجه کرده است. در این روند، قدرت سیاسی از اتکا به نهادهای رسمی و اجبار آشکار به سوی حکمرانی مبتنی بر داده، پیش‌بینی و تنظیم رفتار حرکت می‌کند؛ الگویی که در آن مدیریت توجه و مهندسی ادراک جایگزین شیوه‌های کلاسیک کنترل اجتماعی می‌شود. پیوند هوش مصنوعی با سرمایه‌داری نظارتی، داده‌های رفتاری را به منبعی راهبردی برای انباشت قدرت بدل کرده و امکان اعمال کنترل سیاسی نامحسوس و فراگیر را حتی در چارچوب‌های ظاهراً دموکراتیک فراهم می‌آورد، به‌گونه‌ای که کارکردهای دموکراسی به‌تدریج از درون فرسایش می‌یابد.

مقاله حاضر با استفاده از نظریات هانا آرنت، در پی پاسخ به این پرسش است که چه نسبتی میان گسترش سرمایه‌داری نظارتیِ داده‌محور و توتالیتاریسم وجود دارد؟ فرضیۀ پژوهش بر این مبنا استوار است که هم‌افزایی سرمایه‌داری نظارتی داده‌محور و پوپولیسم اقتدارگرا، می‌تواند به ظهور نسل سوم توتالیتاریسم بینجامد که می‌توان از آن با عنوان «توتالیتاریسم الگوریتمی» یاد کرد که در حال حاضر دولت ترامپ تجسم عینی آن است. روش تحقیق در این مقاله تحلیلی–توصیفی است و گردآوری داده‌ها نیز به روش کتابخانه‌ای انجام گرفته است.

چکیده [English]

The expansion of artificial intelligence and its integration with the platform economy constitute one of the most significant structural transformations of power in contemporary politics, posing a serious challenge to the foundations of liberal democracy. The convergence of artificial intelligence with surveillance capitalism has transformed behavioral data into a strategic resource for the accumulation of power and has enabled subtle and pervasive forms of political control even within ostensibly democratic frameworks, such that the functional mechanisms of democracy are gradually eroded from within.

Drawing on the theoretical framework of Hannah Arendt, this article seeks to address the question of what relationship exists between the expansion of data driven surveillance capitalism and totalitarianism. The central hypothesis of the study posits that the synergy between data driven surveillance capitalism and authoritarian populism may give rise to a third generation of totalitarianism, which may be described as “algorithmic totalitarianism,” of which the Trump administration currently represents a concrete manifestation. The research adopts an analytical–descriptive method, and the data have been collected through library-based research.
