آسیب‌شناسی سیاست‌گذاری امنیتی جمهوری‌اسلامی ایران در منطقه آسیای مرکزی(2024-2009)

چکیده

آسیای مرکزی به‌عنوان یکی از مهم‌ترین مناطق جغرافیایی در محیط پیرامونی ایران، همواره با ظرفیت‌ها و چالش‌های مهمی برای ایران همراه بوده است. مجموعه عوامل داخلی و خارجی به‌گونه‌ای رقم خورده که این منطقه در قیاس با سایر مناطق از جمله غرب آسیا، از اولویت راهبردی کمتری برای نخبگان ایرانی برخوردار بوده و توجه کافی نسبت به این منطقه صورت نگرفته است. این با یک رویکرد آسیب‌شناسانه به‌دنبال پاسخ به این پرسش است که: مهم‌ترین عواملی که سیاست‌گذاری امنیتی جمهوری‌اسلامی ایران در منطقه آسیای مرکزی را با چالش‌هایی مواجه نموده و آسیب‌هایی را متوجه امنیت‌ملی ایران ساخته‌اند با توجه به دو سطح داخلی و خارجی شامل چه مواردی می‌باشند؟ نتایج بیانگر اثرگذاری همزمان عوامل سطح خُرد(داخلی) و کلان و تأثیرگذاری بیشتر عوامل داخلی به‌ نسبت عوامل خارجی و ساختاری می‌باشند. این پژوهش کیفی به شیوه توصیفی-تحلیلی و با استفاده از روش تحلیل مضمون صورت گرفته و از مبانی نظریات رئالیسم‌نئوکلاسیک و مکتب امنیتی کپنهاگ در تحلیل داده‌ها استفاده شده است. جمع‌آوری داده‌ها نیز به شیوه کتابخانه‌ای و همچنین با استفاده از مصاحبه نیمه‌ساختاریافته با خبرگان مربوطه می‌باشد.

چکیده [English]

Central Asia constitutes one of the most strategically important regions in Iran’s surrounding environment, offering both significant opportunities and challenges for the country. Nevertheless, a combination of domestic and external factors has led Iranian policymakers to assign a lower strategic priority to this region compared to other areas, particularly West Asia. Adopting a problem-oriented approach, this study examines the key domestic and external factors that have challenged the security policymaking of the Islamic Republic of Iran in Central Asia and generated vulnerabilities for Iran’s national security. The findings reveal that both domestic and structural factors shape Iran’s security policy toward the region; however, domestic variables exert a more substantial influence than external and systemic determinants. This qualitative research employs a descriptive-analytical design and applies thematic analysis as its principal methodological framework. The study is informed by the theoretical perspectives of Neoclassical Realism and the Copenhagen School of Security Studies. Data were collected through documentary research and semi-structured interviews with relevant experts.
