نقش حکومت‌های محلی در فرآیند توسعه سیاسی، مطالعه موردی: ایران

چکیده

یکی از مهمترین مولفه‌های توسعه سیاسی، کارایی و کارآمدی دستگاه های حکومتی در سطوح ایالتی یا استانی دولت ها می باشد. هدف اصلی پژوهش حاضر بررسی نقش حکومت های محلی در فرآیند توسعه سیاسی با تأکید بر ایران می­باشد. روش پژوهش در این مقاله تبیینی و گردآوری اطلاعات با استفاده از ابزار کتابخانه­ای و منابع اینترنتی انجام شده است. نتایج حاصل از این مطالعه نشان می دهد که در ایران معاصر حکومت‌های محلی سابقه چندانی ندارند و سابقه شکل‌گیری اندیشه‌ها و قوانین مرتبط با این موضوع به سال 1285شمسی مقارن با شروع عصر مشروطه در حدود یک سده پیش بر می‌گردد. البته دولت محلی در ایران پیش از انقلاب مشروطه به صورت سنتی، منصوبی و غیردموکراتیک بوده است اما ایجاد دولت محلی مدرن از انقلاب مشروطه شروع شد و تاکنون تحولات زیادی به خود دیده است، نماد دولت محلی در ایران انجمن بلدیه یا انجمن شهر در قبل از انقلاب اسلامی و شوراهای اسلامی بعد از انقلاب اسلامی بوده است. بررسی‌های تاریخی نشان می­دهد که متاثر از شرایط و مقتضیات زمانی و قدرت هیات حاکمه نوعی کشمکش بین تمرکزگرایی (از جانب دولت مرکزی) و تمرکززدایی (از جانب انجمن‌ها و شوراها) وجود داشته است که پس از دوره‌های کوتاهی از تمرکز زدایی، تمرکزگرایی بر تمرکززدایی غلبه یافته است.

چکیده [English]

Development policies today tend to prioritize intervention at a local level. From this close perspective on people’s living conditions, the whole spectrum of government action, from exercising democracy to providing public services and ensuring economic progress, can be taken into account. This is where the everyday impacts of democracy, the rule of law and development are felt and it is the most relevant level for a partnership between the various actors involved in achieving these. Decentralization, that is, the transfer of responsibilities from the State to local governments, is an adapted means of “re-legitimizing” government action, at a time when the latter is sometimes challenged, through the establishment of institutions that are closer to the citizens, fostering their participation in public life and encouraging the authorities, through their proximity with the citizens, to accept greater accountability for their work. It is also an opportunity to implement policies that are better adapted to the needs of the people, particularly in terms of basic services, and to generate local economic momentum to boost national development.
