تاثیر تحول سیاست داخلی آنکارا نسبت به مساله کردها بر روابط ترکیه و عراق

چکیده

از بدو تاسیس جمهوری ترکیه در 1923، دولت ملی در ترکیه با چالش مساله کردها مواجه بوده است. در طول دوره حدودا هشتاد ساله تسلط کمالیست ها بر مراکز قدرت سیاسی در ترکیه، آنکارا سیاست انکار و ادغام کردها را در ناسیونالیزم ترکی پی گیری می کرد. پیدایش سازمان حزب کارگران کردستان (پ ک ک)، پاسخ کردها به سیاست انکار و ادغام به مثابه سیاستی در جهت دولت سازی مدرن در ترکیه بوده است. در طول دو دهه پایانی قرن بیستم، ترکیه شاهد کشمکشی خشونت بار مابین دولت مرکزی و سازمان پ ک ک بوده است به گونه ای که برآورد می شود که بیش از سی هزار نفر در طول این کشمکش خشونت بار جان باخته اند. به طور کلی در دوره تسلط کمالیست ها، مساله کردها در کنار مساله اسلام سیاسی توسط نخبگان در قدرت به عنوان تهدیداتی موجودیتی بر علیه تمامیت ارضی و مشخصه سکولار حکومت برساخته شده بودند، پس از به قدرت رسیدن حزب عدالت و توسعه از اوایل قرن جدید، آنکارا سیاست امنیتی سازی مساله کردها را تعدیل نموده و در صدد راه حل هایی جدید برای این مساله برآمده است و با توجه به ساختارهای دموگرافیکی و ژئوپولیتیکی عراق، و پایگاههای پ ک ک در کوهستان قندیل در اقلیم خودمختار کردستان عراق، مساله کردهای ترکیه و سیاست آنکارا  بویژه در پیوند با عراق بعدی بین المللی نیز یافته است. در این مقاله به روش تبیینی و از چشم انداز رهیافت نظری امنیتی سازی و غیر امنیتی کردن، به تحول سیاست ترکیه در دوره سلطه حزب عدالت و توسعه نسبت به مساله داخلی کردها و تاثیر آن بر روابط ترکیه و عراق پرداخته شده است.

چکیده [English]

Turkey has a century-old problem with its Kurdish population. It is argued that this could change with the Justice and Development Party (AKP) because of their approach to the ‘Kurdish issue’. Yet today as it can be seen, the problem remains on the agenda of the Turkish Foreign Policy (TFP). Baskin Oran, a prominent academic who previously supported the foreign policies of the AKP, disscus that Turkey is worse than in the 1990s in relations to ‘Kurdish issue’. In addition to the domestic developments, there is a Kurdish formation in the northern part of Syria supported by the US and other powers that is perceived as a threat by the AKP elites. Therefore, it can be said that ‘Kurdish issue’ is not restricted by internal affair in this article invastigated the Impact of Ankara's domestic policy on the Kurdish issue on Turkey-Iraq relations
