سیاست چین در دریای جنوبی؛ سیاست قدرت و نفوذ دریایی

چکیده

دریای جنوب چین بخشی از اقیانوس آرام است که چین مدعی مالکیت مطلق بر 80 درصد آب‌های آن می‌باشد و در این باره با دیگر مدعیان مانند؛ فیلیپین، ویتنام، مالزی، برونئی، اندونزی و تایوان اختلاف دارد. سؤال اصلی پژوهش حاضر این است که چین در دریای جنوبی چه سیاست‌ها و اهدافی را دنبال می‌کند و این اهداف و سیاست‌ها چه تاثیری بر روابط منطقه‌ای چین داشته است؟ بعلاوه منازعات چین با کشورهای همجوار در حوزه دریای جنوب چین نیز مورد بررسی قرار گرفته است. یافته‌های پژوهش نشان می‌دهد که چین به دلیل رشد اقتصادی و همچنین نیاز به منابع، در پی گسترش قدرت و نفوذ خود در دریای جنوبی است و این سیاست به تشدید منازعه در روابط چین با کشورهای حوزه پیرامونی این دریا و قدرت‌های ذی نفوذ منجر شده است. در این پژوهش از چشم انداز نظری واقع گرایانه به تجزیه و تحلیل سیاست چین در حوزه دریایی دریای جنوب پرداخته شده است، هم چنین سعی شده است از شواهد و داده‌های کمی تجربی در بررسی مساله مورد تمرکز مقاله اسفاده شود. روش پژوهش بکارگرفته شده روش تبیینی است و شواهد و داده نیز از منابع کتابخانه‌ای استخراج شده و بکارگرفته شده است.

چکیده [English]

The South China Sea is a part of Pacific Ocean and it’s about 3.5 million square kilometers which China has absolute claim over 80 percent of this waters, and always is in conflict with other claimants such as Philippines, Vietnam, Malaysia, Brunei, Indonesia and Taiwan. The main question of this research is what China’s policy in the South China Sea is. In addition, China’s dispute with neighboring countries in the South China Sea is also examined. The findings indicate that China’s economic growth as well as its need for resources, continuously leads China to expand its power and influence in mentioned sea. The approach of this research is realism based on analyzing its components in China’s behavior as the major player in dispute with other countries which claims in the sea. In this regard, due to the lack of central authority we’re seeing a number of clashes in the area. Security and survival are the China’s motivation to militarism and increasing its power, and national sovereignty, is the reason of neglecting international laws and institutions. The method of this research is descriptive-analytic.
