دونالد ترامپ و میراث سیاست واقع گرایانه اوباما در خاورمیانه

چکیده

این مقاله بر میراث سیاست خارجی اوباما در خاورمیانه برای دونالد ترامپ رئیس جمهوری جدید ایالات متحده متمرکز شده است. با روی کارآمدن باراک اوباما که با وعده تغییر برمسند ریاست جمهوری ایالات متحده تکیه وجهت گیری سیاست خارجی این کشور را متحول کرد، بحث، گمانه زنی و انتقادات درباره دکترین و اصول سیاست خارجی امریکا روندصعودی به خودگرفت و نظرات مختلفی دراین راستا ارائه شد. برخی تحلیلگران سیاست خارجی دولت اوباما را سردرگم، فاقد جهت گیری فکری یا ایدئولوژیکی خاصی دانسته و او را درتصمیم گیری ضعیف و مردد قلمدادکردند. درمقابل، برخی سیاست خارجی دولت اوباما را عملگرایانه وبرخی واقعگرایانه ارزیابی می‌کنند. برجسته‌ترین میراث سیاست خارجی اوباما تغییرجهت گیری راهبردی امریکا از خاورمیانه به شرق دور ومعطوف کردن توجه و منابع ایالات متحده به سمت آسیا اقیانوسیه بود. کدام رویکرد نظری روابط بین الملل تحلیل و تبیین مناسبی از سیاست خارجی ایالات متحده دردوره اوباما و علت این تغییرجهت گیری ارائه می‌دهد؟ پژوهش حاضر درتلاش است با بهره گیری از روش تحلیلی تبیینی، نشان دهد اگر سیاست خارجی دولت اوباما از زاویه نظریات روابط بین الملل موردبررسی قرارگیرد نمی‌توان نزدیکی اصول سیاست خارجی او به نظریه واقعگرایی را ازنظر دورداشت. دراین راستا پس ازبررسی نظریه واقعگرایی، می‌توان نشان دادکه چگونه سخنان، اقدامات و سیاست‌های اوباما نشان دهنده اصول واقعگرایی سیاسی وبه تبع آن میراثی است که برای جانشین خود برجای گذارده است.

چکیده [English]

With the start of the presidency of Barack Obama and his promise to change that America's foreign policy orientation altered; talk and speculation increased about doctrines and principles of the foreign policy of the United States. Many criticisms have been done on Obama's foreign policy and in this regard different views were presented. It is said that the president of the United States in decision making is weak and hesitant or that he can not play a leading role in the world. Some analysts believe that the Obama administration's foreign policy lacks intellectual or ideological orientation. Some estimates the Barack Obama administration's foreign policy is pragmatic or realistic. The prominent Obama foreign policy legacy is the strategic shift from the Middle East to the Far East and focus US attention and resources towards Asia-Pacific. Which theoretical approach of international relations can provide better analysis and explanation of Barack Obama's foreign policy? This study indicates that the Barack Obama administration's foreign policy stems from the realism by using the analytical - explanatory method. In this regard, after examining the theory of political realism, we can show how Barack Obama's words and actions reflect the principles of political realism, and consequently, the legacy left behind for his successor.
