Politics and international relations are an area of dynamism and change, and a new perception and understanding of the foreign policy of countries is inevitable. As history has shown that the behavior of Russia as an important actor in the international system has never been linear, uniform, and uniform in the field of foreign policy. The purpose of this study is to describe the phenomenological changes in Russian foreign policy and understanding the foundations of thought in new Russian foreign policy, with look at the ideas of contemporary Russian political philosopher Alexander Dugin. The main question of the research is that: “How to understand the evolving essence of Russian foreign policy?” The research hypothesis is that: Russian foreign policy is changing, in result of overcoming the specific definition of the lifeworld. Russia is considered as a unique culture and civilization, which is against western culture, with the dominant of neo-Eurasianism. Therefore, Russia must regain its roots and strategic position in foreign policy and should try to redefine his enemies and friends and adopt a new foreign policy. At the same time, Russian statesmen on the basis of a strategic rationale and without regard to theoretical controversy, whenever it is necessary, they have maximized their national interests, by adopting a pragmatic approach and taking advantage of regional and global challenges and communicating with all states. The theoretical framework of research is phenomenology and its findings have been examined in a descriptive-analytical method.
