مولفه های تاثیرگذار بر روابط عربستان‌سعودی و چین مبتنی‌ بر نظریه نوواقع‌گرایی

چکیده

تحولات یک دهه اخیر در منطقه، عربستان‌سعودی و چین را واداشته تا به رغم تفاوت‌های بسیار زیاد (جغرافیایی، تاریخی، فرهنگی - مذهبی و نظام حکومتی)، به فکر بهره‌برداری از ظرفیت‌های یکدیگر در منطقه آسیا جهت مقابله با چالش‌های پیش روی خود باشند. هدف عمده این مقاله، شناسایی مولفه‌ها و عناصر اصلی تاثیرگذار و تسهیل‌کننده بر‌ روابط عربستان‌سعودی و چین در چارچوب نظریه نوواقع‌گرایی و درک تهدیدات متاثر از این روابط بر امنیت جمهوری ‌اسلامی‌ ایران است. در این پژوهش از روش توصیفی- تحلیلی و برای تجمیع داده‌ها و اطلاعات از منابع کتابخانه‌ای و اسنادی استفاده شده و به منظور تدقیق و نظام‌مند کردن مشاهده علمی و یافته های پژوهش از رویکرد نظری موازنه قدرت بهره گیری شده است. از نظر والتز، توازن قدرت‌ها عامل بنیادی در مهار کردن بازیگران نیرومند در روابط بین‌الملل است و در حقیقت، این ساختار نظام بین‌الملل و ضرورت بقا است. سوال اصلی پژوهش این است که روابط عربستان‌سعودی و چین در چارچوب نظریه نوواقع‌گرایی بر مبنای چه مولفه‌هایی قابل تبیین و ارزیابی می-باشد؟ نتایج حاکی از آن است که تحولات سیستمی، تغییرات سطح واحد، رویکرد قدرت‌های جهانی، ضرورت تصمیم‌گیری عقلایی، منابع تهدید مشترک، منابع قدرت مشترک و قابل تجمیع و حصول منافع اقتصادی و سیاسی و نظامی مولفه های تاثیرگذار و تسهیل کننده بر روابط عربستان سعودی و چین محسوب می گردند.

چکیده [English]

The developments of the current decade in the region have prompted China and Saudi Arabia, despite the numerous differences (geographical, historical, cultural, religious, and system of government) between them, to utilize each other's capacities in Asia in order to confront the challenges they face. The main objective of this article is to identify the main components and elements influencing and facilitating the China-Saudi Arabia relations in the framework of the neo-realist theory and understand the threats to the security of the Islamic Republic of Iran that result from these relations. This descriptive analytical research used library and documentary resources for data and information collection, and employed the theoretical approach of the balance of power to scrutinize and systematize the scientific observation and research findings. Waltz believes that the balance of power is the fundamental factor controlling the more powerful actors in international relations and allowing the survival of the weaker states. The main question in this study is this:" Based on which components in the framework of the neo-realist theory can the relations between Saudi Arabia and China be explained and evaluated?" The results suggest that systemic development, changes in the units (states), the approaches used by world powers, the necessity of making rational decisions, common sources of threat, common and cumulative sources of power, and achievement of economic, political, and military benefits are the components influencing and facilitating China-Saudi Arabia relations
