ارائه مدل استقرار اصل ۴۴ قانون اساسی با تاکید بر آسیب شناسی فرایندهای ده ساله خصوصی سازی در ایران: مطالعه موردی خصوصی‌سازی صنعت حمل و نقل

چکیده

این مطالعه با هدف ارائه مدل استقرار اصل ۴۴ قانون اساسی با تاکید بر آسیب شناسی فرایندهای ده ساله خصوصی سازی در ایران (مورد مطالعه: خصوصی‌سازی صنعت حمل و نقل)، انجام شده است. تحقیق حاضر از لحاظ هدف، از نوع تحقیقات کاربردی و از نظر نوع روش، از لحاظ روش جمع آوری داده ها روش تحقیق آمیخته محسوب می‌گردد. جامعه آماری در بخش کیفی شامل 15 نفر از خبرگان بوده و در بخش کمی از کلیه مدیران و کارشناسان سازمان خصوصی سازی کشور به تعداد 282 نفر که از این میان نمونه‌ای متشکل از 163 نفر انتخاب شده است. ابزار گردآوری داده‌ها در بخش میدانی شامل مصاحبه نیمه ساختاریافته (در بخش کیفی) و پرسشنامه محقق ساخته به تعداد 63 گویه مبتنی بر طیف پنج درجه لیکرت (در بخش کمی) تنظیم شده است. جهت تحلیل داده‌ها در بخش کیفی از روش تحلیل مضمون (تم) و نرم افزار مکس کیودا و روش دلفی فازی با نرم‌افزار MatLab تحلیل ساختاری-تفسیری با نرم‌افزار MicMac و نهایتا برای آزمون فرضیات از تکنیک مدلیابی معادلات ساختاری و نرم افزار اسمارت پی. ال اس استفاده شده است.

چکیده [English]

This study has been done with the aim of providing model for the establishment of the 44th principle the constitution with emphasis on the pathology of the ten-year process of privatization in Iran (case of study: privatization of the transportation industry). The current research is considered a mixed research method in terms purpose, applied research type, method type, and data collection method. The statistical population included 15 experts in the qualitative part and 282 people in the quantitative part of all managers and experts of the country's privatization organization, from which sample of 163 people was selected. The main data collection tool in the field section includes a semi-structured interview (in the qualitative section) and a researcher-made questionnaire with 63 items based on a five-point Likert scale (in the quantitative section). In order to analyze the data qualitative part the theme analysis method (theme) and Max Quda software and the fuzzy Delphi method with MatLab software, structural-interpretive analysis with MicMac software and finally to test the hypotheses from the structural equation modeling technique and SmartP software. LS has been used.
